The announcement of a new civilian nuclear cooperation agreement between the United States (U.S.) and the Kingdom of Saudi Arabia (KSA) has become one of the most consequential strategic developments in the Middle East in recent years. At a time when regional security dynamics are evolving and global powers are competing for greater influence in the Gulf, the agreement represents far more than an energy partnership. It reflects shifting geopolitical priorities, expanding technological cooperation, and renewed efforts by Washington and Riyadh to strengthen their long-standing strategic relationship.
Whether this partnership ultimately contributes to regional stability or transforms the strategic environment will depend largely on its implementation, transparency, and the broader geopolitical context in which it unfolds.
A long-awaited civilian nuclear partnership
The foundation of the agreement lies in what is known as a “123 Agreement,” named after Section 123 of the U.S. Atomic Energy Act. These agreements establish the legal framework allowing the U.S. to cooperate with foreign countries on civilian nuclear technology while requiring strict safeguards to ensure that transferred materials, technology, and expertise remain exclusively dedicated to peaceful purposes.
Negotiations between Washington and Riyadh have continued for several years. Both governments finalized negotiations on the 123 Agreement and a complementary safeguards document earlier this year. Following notification to the U.S. Congress and the completion of the mandatory review period, the administration became eligible to formally conclude the agreement.
Although the technical aspects have largely been completed, the official signing appears to have been delayed for several months. Regional developments, particularly heightened tensions involving Iran, as well as concerns expressed by Israel regarding certain aspects of the arrangement, are widely believed to have contributed to the postponement. Reports indicate that Israeli officials have favored linking civilian nuclear cooperation with broader regional diplomatic initiatives, such as joining the Abraham Accords, while expressing reservations about any future possibility of uranium enrichment inside Saudi Arabia.
Why the agreement matters to Washington
The agreement reflects multiple American priorities that extend well beyond energy cooperation.
Economically, it opens the door for U.S. companies to participate in one of the world’s most ambitious civilian nuclear programs. American firms specializing in reactor construction, engineering, fuel management, maintenance, cybersecurity, and nuclear safety could secure long-term contracts worth billions of dollars over several decades. Such cooperation would also reinforce the competitiveness of the American nuclear industry at a time when international demand for civilian nuclear energy is growing.
Strategically, the agreement strengthens Washington’s relationship with one of its closest regional partners. Saudi Arabia has significantly expanded its economic ties with major global powers in recent years, particularly China, which has become the Kingdom’s largest trading partner and an important investor in infrastructure projects. Russia likewise remains a prominent exporter of civilian nuclear technology worldwide.
Active American participation in Saudi Arabia’s nuclear sector allows Washington to maintain an influential role in shaping the program’s future development while ensuring that international safety and non-proliferation standards remain central to its evolution.
The debate over uranium enrichment
Among the most closely examined elements of the agreement is the issue of uranium enrichment.
Previous U.S. civilian nuclear agreements in the region, particularly with the United Arab Emirates (UAE), required partner countries to permanently forgo domestic uranium enrichment and spent fuel reprocessing. This approach became widely known as the “gold standard” of nuclear cooperation because it minimized the risk that civilian nuclear programs could later be adapted for military purposes.
The Saudi agreement, however, has generated discussion over whether Riyadh may eventually retain the possibility of pursuing limited enrichment capabilities under future arrangements or additional safeguards. While U.S. officials have consistently stressed that the agreement contains robust non-proliferation measures, the final details are expected to receive close examination during congressional oversight.
The debate stems from the dual-use nature of enrichment technology. Under international law and the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) of 1968, uranium enrichment is permitted for peaceful civilian energy production when conducted under appropriate international safeguards and monitoring; namely from the International Atomic Energy Agency (IAEA). However, the same technology can theoretically produce material suitable for weapons if diverted from peaceful use, making transparency and oversight particularly important.
Whether the U.S.-Saudi agreement signals the beginning of a regional nuclear race remains open to interpretation.
The Middle East is already experiencing an expansion of peaceful nuclear energy projects. The UAE operates the Barakah Nuclear Power Plant under comprehensive international safeguards. Egypt continues construction of the El Dabaa Nuclear Power Plant with Russian cooperation, while Türkiye is advancing the Akkuyu Nuclear Power Plant. Meanwhile, Israel is widely believed to possess nuclear weapons outside the framework of the NPT, while Iran’s nuclear program continues to receive extensive international attention and criticism; as enrichment has long exceeded the levels required for strictly peaceful means, reaching close enough to weapons-grade levels.
Within this regional context, Saudi Arabia has consistently stated that its objective is to develop civilian nuclear energy as part of Vision 2030, reducing dependence on hydrocarbons, diversifying the national energy mix, strengthening energy security, and supporting long-term economic modernization as well as advanced technological capabilities.
Therefore, the agreement’s lasting impact will depend on whether it succeeds in advancing peaceful nuclear cooperation while reinforcing transparency, international confidence, and regional stability.
