Greece’s newest shield will be Israeli

Greece’s €3.035 billion Achilles Shield deal places Israeli technology at the heart of its air defenses, deepening military ties and raising questions about long-term dependence and regional security.

Greece’s newest shield will be Israeli

On 31 August, Greece and Israel signed the €3.035 billion Achilles Shield agreement, the largest defense export deal ever concluded between the two countries and one of the largest defense export deals in Israel’s history. Over the coming years, Israeli technology will form the basis of a new multilayered network designed to protect Greek airspace against threats ranging from drones and aircraft to ballistic missiles.

While the scale alone makes the agreement remarkable, its importance lies in what it represents for a defense relationship that has been deepening for years. Achilles Shield moves that relationship into a new phase, placing Israeli technology at the heart of one of the most consequential elements of Greece’s military modernization.

 

Building Achilles Shield

Achilles Shield is designed as a layered system, with different weapons assigned to different types of aerial threats rather than relying on a single interceptor to defend Greek airspace.

At the lower end of the network will be Rafael’s SPYDER, a mobile air-defense family whose different configurations cover ranges from 20 to 80 kilometers against aircraft, drones, and other aerial threats. Above it, Israel Aerospace Industries’ BARAK MX offers a broader engagement envelope, with interceptors covering published ranges up to 150 kilometers depending on the variant. David’s Sling provides the higher-tier layer, designed to intercept ballistic and cruise missiles and large rockets, with its Stunner interceptor generally credited with an engagement envelope of roughly 40 to 300 kilometers.

Detection will be provided in part by ELTA’s MMR multi-mission radars, which will feed information on incoming threats into the wider network. Greece’s existing defenses, including its Patriot systems, are also expected to be incorporated rather than operating separately from the new Israeli platforms. Separately, the two countries signed a €26 million supplementary agreement for Rafael’s Drone Dome systems to protect strategic sites against drones.

Connecting these different elements will be a new national command-and-control system developed by Rafael. According to Greek defense officials, its software will process information from across the network, identify and classify incoming threats and recommend the most appropriate means of interception.

Israel’s Defense Ministry says the system will bring Greece’s different air-defense capabilities under a single command architecture. The benefit is speed and coordination: threats can be detected, classified, and matched with the most suitable interceptor more quickly, while different layers of the system work together rather than responding independently.

 

How Israel got inside Greek defense

Achilles Shield did not emerge from an isolated procurement relationship. One of the clearest turning points came in 2021, when Greece and Israel signed a $1.65 billion agreement for the creation and operation of an international flight-training center at Kalamata. Under the 20-year arrangement, Israel’s Elbit Systems undertook to supply training aircraft, maintain the fleet and operate a center modeled partly on the Israeli Air Force’s own training system.

The relationship subsequently widened beyond training. By January 2026, the two countries’ annual defense cooperation program included 29 activities in Greece and 25 in Israel, while Athens described cooperation as extending from joint exercises and operational interoperability to research, innovation, defense technology and industry.

Another major step followed on 6 April, when Greece signed a €650 million agreement for Elbit’s PULS rocket-artillery system, bringing Israeli technology into Greek long-range precision fires.

The progression has therefore been substantial. Israeli involvement moved from training infrastructure into offensive capabilities, before reaching one of the most important defensive programs Greece has undertaken in decades.

 

The consequences for Greece

The significance of choosing an integrated architecture extends well beyond the initial delivery of missiles and radars. Once Greece builds a major part of its air-defense network around Achilles Shield, future upgrades, interceptor purchases and new systems will increasingly have to be considered in relation to the architecture already in place.

That does not mean Athens will be confined to Israeli weapons. Greece already operates systems from several countries, and Achilles Shield is itself expected to incorporate existing platforms such as the Patriot Anti-Aircraft System.

But interoperability becomes an increasingly important factor in future procurement. New sensors or interceptors must be capable of exchanging data with the wider network and operating within the command structure Greece is building. A future system that cannot be integrated into that architecture would be far less attractive to Athens, and in some cases could effectively be ruled out regardless of its individual performance.

The result is a degree of path dependence. The original decision does not dictate every purchase that follows, but it changes the starting point from which those decisions are made. Israel consequently becomes important not only when Greece needs new interceptors, but also as the network requires technical support, maintenance, and eventual modernization.

Athens has sought to limit that dependence by insisting on access to the command system’s source code, giving Greece greater control over future software changes. Even so, keeping Israeli interceptors and other hardware operational will still require spare parts, munitions, and specialized support.

Athens appears to have recognized the importance of retaining a role inside that ecosystem. More than a quarter of the Achilles Shield program, worth €750 million, will involve Greek industry, with 19 Greek companies already participating in the process, giving domestic industry a place in the development and support of the system rather than leaving Greece solely as an end user.

 

Türkiye is not named, but it is in the room

Neither Greece nor Israel has presented Achilles Shield as a system directed specifically against Türkiye. Its official purpose is considerably broader, providing protection against the drones, aircraft, cruise missiles and ballistic missiles that have become increasingly important across modern battlefields.

Yet Greece is not building its military in a strategic vacuum. Achilles Shield forms part of a wider modernization program worth roughly €28 billion through 2036, encompassing new combat aircraft, warships, submarines, and long-range weapons. That buildup has also been shaped by Athens’ longstanding effort to maintain the military balance with Türkiye, despite the relative calm that has characterized relations between the two NATO allies in recent years.

The capabilities Achilles Shield is designed to counter also overlap closely with areas in which Türkiye has invested heavily. Ankara has built one of the world’s most prominent military-drone industries while expanding its arsenal of stand-off weapons and ballistic and cruise missiles. Greek reporting has consequently framed the new shield partly around the need to reduce the advantage Turkish drones could provide in a future Aegean confrontation.

This does not make Achilles Shield an exclusively anti-Turkish system. Greece faces a much wider range of threats in an increasingly missile- and drone-heavy region. But Türkiye remains the conventional military power against which much of Greek defense planning is inevitably measured.

 

From bilateral cooperation to a regional architecture?

The implications of Achilles Shield also extend beyond the bilateral relationship between Greece and Israel. Athens, Nicosia, and Jerusalem have spent years building a framework of trilateral cooperation through military exercises, political coordination, and defense contacts. What has been less developed is the physical infrastructure capable of giving that cooperation greater operational depth.

That may now begin to change. Greece is increasingly incorporating Israeli technology across several areas of its armed forces, while Cyprus has also looked toward Israel for major defense acquisitions, including its reported interest in Merkava tanks. While common systems do not by themselves create a military bloc, they can make future cooperation easier by reducing some of the technical barriers that normally separate armed forces.

The significance is that this kind of cooperation is harder to reverse than political coordination alone. Major defense systems remain in service for decades and depend on continuing access to spare parts, munitions, and technical expertise. As Israeli technology becomes more deeply embedded in Greek and potentially Cypriot forces, a serious political rupture with Israel would therefore carry growing military costs, since keeping those systems fully operational would still require access to the industrial base that produced them.

 

What Israel gains

For Israel, Achilles Shield is significant well beyond the value of the contract. It is the first time the Israeli Defense Ministry will supply another country with a complete air-defense array covering such a wide spectrum of threats, giving Israeli industry a chance to demonstrate an entire defensive architecture rather than individual systems.

Greece also offers an unusually valuable test case: a NATO ally and European Union member integrating Israeli technology into its armed forces alongside Western equipment already in service. If successful, Achilles Shield could become an important reference for other European countries investing heavily in air and missile defense.

Israel also sees defense exports increasingly as an instrument of state power. At the signing, Defense Ministry Director General Amir Baram described expanding exports as a means of supporting Israel’s own military buildup while strengthening its foreign-policy influence and defense industry. That thinking fits into a wider regional vision Baram outlined two months earlier. Speaking at the Herzliya Conference in June, he argued that the changing regional environment had created an interest in a broader alignment stretching “from India through the UAE to Greece and Cyprus.”

That is ultimately what makes Achilles Shield more consequential than its €3.035 billion price tag suggests. It places Greece more firmly within the regional security alignment Israel is seeking to build from India and the Gulf to the eastern Mediterranean.

Greece’s newest shield may be operated from Athens, but much of what makes it work will come from Israel.
